Nuevas modalidades para el restablecimiento de la paz y seguridad en el derecho internacional : el grupo de observadores de las Naciones Unidas en Centroamérica

Abstract
The United Nations Observer Group for Central America (ONUCA) is the culmination of the United Nations' permanent concern for the Central American region and is framed within the various peacekeeping mechanisms and initiatives to resolve the conflict. The peculiarities of the Central American case led the organization to make innovations in terms of its function of maintaining peace and security. This paper analyzes these innovations and the mandate of ONUCA, specifying its new modalities and their consequences. At the same time, it emphasizes the importance of the active participation of the Secretary General in the entire process and explains the operational structure of the mechanism. El Grupo de Observadores de las Naciones Unidas para Centroamérica (ONUCA) es la culminación de la permanente inquietud de Naciones Unidas por la región centroamericana y se enmarca dentro de los diversos mecanismos e iniciativas de pacificación para solucionar el conflicto. Las peculiaridades del caso centroamericano llevaron a la organización a realizar innovaciones en cuanto a su función de mantener la paz y la seguridad. En el presente trabajo se analizan estas innovaciones y el mandato de ONUCA especificando sus nuevas modalidades y sus consecuencias. Al mismo tiempo enfatiza la importancia de la participación activa del Secretario General en todo el proceso y explica la estructura operacional del mecanismo.
