The crisis in the Central American isthmus has sought to be resolved by different means. In the field of negotiations, multilateral mechanisms have prevailed and at the same time a different number of actors from outside the region have been involved. They have sought to establish a series of more or less formal mechanisms for the resolution of the crisis. There have also been meetings where the majority of the leaders have gathered, formally or informally, with or without final documents -the pre-summits- and which have served as mechanisms for prior agreement. In this set of meetings, a series of principles, commitments, concepts and specific operating mechanisms have been established. In this work, the development of the conceptual framework and operating mechanisms is analyzed.La crisis en el istmo centroamericano ha buscado ser resuelta por diferentes medios. En el campo de las negociaciones han primado los mecanismos multilaterales y a la vez se han involucrado un distinto número de actores de fuera de la región. Se ha buscado establecer una serie de mecanismos, más o menos formales para la resolución de la crisis. También ha habido reuniones donde se han congregado la mayoría de los mandatarios y de manera formal o informal, con documentos finales o sin ellos -las precumbres- y que han servido de mecanismos de concertación previa. En este conjunto de reuniones se han establecido una serie de principios, de compromisos, de conceptos y mecanismos operativos específicos. En este trabajo se analiza el desarrollo que ha tenido el marco conceptual y los mecanismos operativos.
