dc.descriptionIt is possible to say that the world order is changing, but this transition process is complex and involves advances that are sometimes quite rapid and unexpected, often slow and difficult, and sometimes partial setbacks and attempts to rebuild the old order. This new order that emerged towards the end of the 1980s is very different from that prevailing in the first years of the second postwar period. We argue that the typical bipolarism of the 1950s and 1960s can hardly be re-imposed in the 1990s, and the United States will face increasing obstacles in its efforts to preserve its world hegemony. We project an international order towards the year 2000 with less bipolarism, more multipolarity, competition and rearrangement among the developed powers, which presents obvious advantages for Latin America and the Third World in general.en-US
dc.descriptionEs posible afirmar que el orden mundial está cambiando, pero este proceso de transición es complejo e involucra avances a veces bastante rápidos e inesperados, a menudo progresos lentos y difíciles, y en ocasiones retrocesos parciales e intentos por recomponer el viejo orden. Este nuevo orden que emerge hacia fines de la década de los 80 es muy distinto de aquél imperante en los primeros años de la segunda postguerra. Sostenemos que el bipolarismo típico de los cincuenta y sesenta difícilmente podrá reimponerse en la década de los 90, y Estados Unidos enfrentará crecientes obstáculos en sus esfuerzos por preservar su hegemonía mundial. Proyectamos un orden internacional hacia el año 2000 con menos bipolarismo, más multipolaridad, competencia y reacomodo entre las potencias desarrolladas, lo que presenta obvias ventajas para América Latina y el Tercer Mundo en general.es-ES
