The eighties have shaken Latin America with two phenomena of an intensity never seen before. The first is the speed of technological change in the world economy, which has brought about technological transformations in the industrial, financial and service systems. The second is the financial "crush" of Latin America, derived from its external debt, which has caused a regression of enormous proportions. Given these facts, it is worth asking how they affect the global insertion of Latin America and how they affect the vulnerability of the region. With this purpose in mind, this paper addresses the issue from two angles: a) Changes in the world economic map and the position of Latin America and b) The recent operation of industrialized economies and their impact on our region.La década de los ochenta ha sacudido a América Latina con dos fenómenos de una intensidad nunca antes vista. El primero es la velocidad del cambio tecnológico en la economía mundial, que ha acarreado transformaciones tecnológicas en los sistemas industrial, financiero y de servicios. El segundo, es el "aplastamiento" financiero de América Latina, derivado de su deuda externa, que ha ocasionado una regresión de enormes proporciones. Ante estos hechos, cabe preguntarse cómo afectan ellos la inserción mundial de América Latina y cómo inciden sobre la vulnerabilidad de la región. Con este propósito en mente, en este trabajo se aborda el tema desde dos ángulos: a) Los cambios en el mapa económico mundial y la posición de América Latina y b) El funcionamiento reciente de las economías industrializadas y su impacto en nuestra región.
