In May 1984, four Latin American presidents issued a joint statement on the international economic circumstances that seriously affected the continent, among them the rise in interest rates and protectionist measures. The declaration called for a meeting between the Foreign Ministers and the Ministers of the financial area of Latin American countries to define "initiatives and the most appropriate courses of action." This was the meeting that led to the creation of the Cartagena Consensus as a way of "maintaining a regional consultation and monitoring mechanism." In order to examine the coordination activity of debtors, in the Consensus and in the Group of Eight, the present work will distinguish between the elaboration of positions on the merits of the issue of external indebtedness and the initiatives regarding how to achieve success of the agreed objectives. As we will see, there is a strong link between these two areas.En mayo de 1984, cuatro presidentes latinoamericanos emitieron una declaración conjunta acerca de circunstancias económicas internacionales que afectaban gravemente el continente, entre ellas el alza en las tasas de interés y las medidas proteccionistas. La declaración convocaba a una reunión entre los Cancilleres y los Ministros del área financiera de países latinoamericanos para definir "iniciativas y las vías de acción más adecuadas". Esta fue la reunión que condujo a la creación del Consenso de Cartagena como forma de "mantener un mecanismo de consulta y seguimiento regional". Para examinar la actividad de coordinación de los deudores, en el Consenso y en el Grupo de los Ocho, en el presente trabajo distinguiremos entre la elaboración de posiciones sobre el fondo de la cuestión del endeudamiento externo y las iniciativas en cuanto al modo de lograr el éxito de los objetivos acordados. Como veremos, existe una fuerte vinculación entre estas dos áreas.
