| dc.description | The ongoing changes in the world economy are altering the way it works and have created new forms of linkage between developed nations and Latin America. The motor of these changes and the growth dynamics has shifted to the advanced countries. This new reality forces the Latin American governments to concentrate a substantial effort to understand in depth the dynamics of the industrialized countries, as well as the formulation of their policies. The region lost initiative in the global context and must regain it. Latin America must, therefore, take the international initiative on strategic issues and not wait for external change; It is not possible to continue being "victims" of the world economy without the capacity to respond to it, promoting those economic policies that achieve greater growth. | en-US |

El motor de estos cambios y la dinámica de crecimiento se ha desplazado a los países avanzados. Esta nueva realidad obliga a los gobiernos latinoamericanos a concentrar un sustancial esfuerzo para comprender en profundidad la dinámica de los países industrializados, así como de la formulación de sus políticas. La región perdió iniciativa en el contexto mundial y debe recuperarla. América latina debe, por tanto, tomar la iniciativa internacional en temas estratégicos y no esperar un cambio externo; no cabe continuar siendo "víctimas" de la economía mundial sin capacidad de respuesta propia, propiciando aquellas políticas económicas que consigan un mayor crecimiento. | es-ES |
