In early 1961, 25 years ago, the newly elected President J. F. Kennedy announced the new "Alliance for Progress" program. This proposal becomes an inter-American task based on the Charter of Punta del Este. The 1960s managed to put into effect not only the main declarations of the documents signed in Punta del Este, but also particularly a new inter-American convergence, and that although the proposal that we should form a Latin American Common Market did not succeed, we must bear in mind that a great variety of integrationist schemes were either created or strengthened during the 1960s, as well as, unfortunately, most of the weakening processes of these initiatives have taken place in the last fifteen years.A principios de 1961, 25 años atrás, el recientemente elegido Presidente J. F. Kennedy anunció el nuevo programa de "Alianza para el Progreso". Esta propuesta se transforma en una tarea interamericana en función de la Carta de Punta del Este. La década de los 60 logra poner en vigencia no solo las principales declaraciones de los documentos firmados en Punta del Este, sino que particularmente una nueva convergencia interamericana, y que si bien el planteamiento de que deberíamos formar un Mercado Común Latinoamericano no logra realizarse, debemos tener presente que una gran variedad de esquemas integracionistas, o bien se crean, o bien se fortalecen, durante la década de los 60, como así también, lamentablemente, la mayoría de los procesos de debilitamiento de estas iniciativas han tenido lugar en los últimos quince años.
