| dc.description | This essay, essentially preliminary and methodological, is intended to reveal some of the elements that must be taken into account in the analysis of foreign policy. We argue that the policy formulation process and its analysis tend to be identified insofar as the latter must constitute the advance or the reflection of it. That is why the inextricable link that exists between the analysis, planning and implementation of the policy. In this process, stages are indicated and synthesized in four main levels: the definition of the national interest or the international agenda; the operationalization of the interests included in the agenda; setting goals and identifying alternative courses of action; and the processes through which the respective decisions are made. | en-US |
| dc.description | Este ensayo, esencialmente preliminar y metodológico, tiene como propósito relevar algunos de los elementos que es necesario tomar en cuenta en el análisis de la política exterior. Sostenemos que el proceso de formulación de la política y su análisis tienden a identificarse en la medida en que este último debe constituir el anticipo o el reflejo de ella. Por eso la indisoluble vinculación que existe entre el análisis, la planificación y la implementación de la política. En este proceso se señalan etapas que se sintetizan en cuatro niveles principales: la definición del interés nacional o de la agenda internacional; la operacionalización de los intereses incluidos en la agenda; el establecimiento de objetivos y la identificación de cursos de acción alternativos; y los procesos a través de los cuales se adoptan las decisiones respectivas. | es-ES |
