Since the late 1950s, the international textile trade has been subject to a series of agreements known as “Orderly Marketing Agreements” (OMA). These are wide-ranging and set the standards for "negotiated" bilateral agreements between an importing and an exporting country. Under the current Multi Fiber Arrangement (MFA III), the United States reached 24 bilateral agreements with its main suppliers, limiting the importation of products and their growth rate. To understand the process, it is necessary to first examine the historical development of the Orderly Marketing Agreements up to the third Multi Fiber Arrangement - currently in force -, the creation of the automatic restriction system and the proposed legislation intended to drastically modify the current Agreement. For this, the history from the first postwar Japanese agreement to the third Multi Fiber Arrangement is outlined and the consequences of the North American position are analyzed.Desde fines de los años cincuenta, el comercio textil internacional ha estado sujeto a una serie de acuerdos conocidos como “Orderly Marketing Agreements” (OMA). Estos son de amplio alcance y fijan las pautas para acuerdos bilaterales "negociados" entre un país importador y otro exportador. En el marco del actual Acuerdo Multifibras (MFA III), los Estados Unidos han llegado a 24 acuerdos bilaterales con sus principales proveedores, limitando la importación de productos y su tasa de crecimiento. Para comprender el proceso es preciso examinar primero el desarrollo histórico de los acuerdos OMA hasta el tercer Acuerdo Multifibras –actualmente vigente–, la creación del sistema automático de restricciones y la legislación propuesta con miras a modificar drásticamente el actual Acuerdo. Para esto, se esboza la historia desde el primer acuerdo japonés de postguerra hasta el tercer Acuerdo Multifibras y se analizan las consecuencias de la posición norteamericana.
