| dc.description | The Anglo-Argentine conflict in the South Atlantic has arisen within the framework of a process of change that had been taking place in international relations within the Western Hemisphere, both in terms of the connections between the countries of Latin America and the modalities of interaction between them and the United States. The functioning of the Inter-American System and its expectations of effectiveness had been the object of rethinking. This article examines the problem of this process based on the complex characteristics of the historical evolution of inter-American and regional relations, a perspective that will allow us to identify aspects that were present prior to the current conflict. On this basis, an attempt is made to distinguish between properly circumstantial factors and those that may have a permanent effect on the framework of hemispheric relations. | en-US |
| dc.description | El conflicto anglo-argentino del Atlántico Sur ha surgido en el marco de un proceso de cambio que venía ocurriendo en las relaciones internacionales dentro del hemisferio occidental, tanto en lo que se refiere a las vinculaciones entre los países de América Latina como a las modalidades de interacción entre estos y los Estados Unidos. El funcionamiento del Sistema Interamericano y sus expectativas de eficacia había sido objeto de replanteamiento. Este artículo examina el problema de este proceso en función de las complejas características que ha tenido la evolución histórica de las relaciones interamericanas y regionales, perspectiva que permitirá identificar aspectos que se encontraban presentes con anterioridad al actual conflicto. Sobre esta base se procura distinguir entre los factores propiamente circunstanciales y aquellos que pueden tener un efecto permanente en el cuadro de las relaciones hemisféricas. | es-ES |
