In recent years, Latin America has shown large imbalances in its external accounts, perhaps the largest in history. A situation like this is sustainable only if three conditions are met: a) That the resources of foreign savings be used together with national savings to expand the country's productive capacity; b) That the external economic environment does not experience significant negative fluctuations that decrease the ability to pay the debt or increase the burden of servicing it; and c) That the flow of external financial resources does not have abrupt interruptions. However, none of these three conditions to sustain the current account and capital imbalances in Latin America has been fully met, which forces the adjustment and financing needs of Latin American countries.En los años recientes, América Latina ha mostrado grandes desequilibrios en sus cuentas externas, tal vez los más grandes de la historia. Una situación como esta es sostenible solo si se dan tres condiciones: a) Que los recursos del ahorro externo se destinen junto con el ahorro nacional a ampliar la capacidad productiva del país; b) Que el ambiente económico externo no experimente fluctuaciones negativas importantes que disminuyan la capacidad de pago de la deuda o incrementar el peso de servirla; y c) Que el flujo de recursos financieros externos no tenga interrupciones bruscas. Sin embargo, ninguna de estas tres condiciones para sostener los actuales desequilibrios de cuenta corriente y de capitales en América Latina se ha cumplido a cabalidad, lo que obliga a las necesidades de ajuste y financiamiento de los países latinoamericanos.
