| dc.description | This work describes and analyzes the current institutional model of water management in Chile. It explains that there are different types of eclectic solutions that could allow the use and enjoyment of the resource in a self-sustaining way over time. For this, in the first place, an analysis of the challenges in water matters is made. Second, it is argued that the tragedy of the commons (Hardin, 1968) its possible on water if the system doesn’t admit changes. Thirdly, the theory of Elinor and Vincent Ostrom is developed, explaining that there are some institutions that, if strengthened could allow self-government in water matters. Fourth, the theory is developed and some aspects of the institutionalist of the Dirección General de Aguas (DGA) are criticized. The text concludes by advocating and understanding of water as a common good. | en-US |
| dc.description | Este texto describe y analiza el actual modelo institucional de gestión del agua en Chile. Se explica que existe otro tipo de soluciones ecléticas que podrían permitir hacer un uso y goce del recurso de forma autosustentable en el tiempo. Para esto en primer lugar se hace un análisis de los desafíos en materia de aguas. En segundo lugar se plantea que la tragedia de los comunes (Hardin, 1968) podría suceder con respecto al agua si no se realizan cambios en el sistema. En tercer lugar se desarrolla la teoría de Elinor y Vincent Ostrom, explicando que existen algunas instituciones que si se potencian podrían permitir el autogobierno en materia de aguas. En cuarto lugar, se desarrolla la teoría y se crítica algunos aspectos de la institucionalidad de la Dirección General de Aguas. El texto concluye abogando por un entendimiento del agua como un bien común. | es-ES |
