The 20th century was, in Chile and the world, a time of great changes in Constitutional Law, although constitutionalism, which is not the same thing, kept its humanistic essence and limited government unchanged. Consequently, there was a mismatch between the principles with which the Fundamental Charter should be understood and implemented, on the one hand, and the articulation of those principles in its positive text, on the other.El siglo XX fue, en Chile y el mundo, una época de grandes cambios en el Derecho Constitucional, aunque el constitucionalismo, que no es lo mismo, mantuvo inalterada su esencia humanista y de gobierno limitado. Hubo desajuste, en consecuencia, entre los principios con que debe ser entendida e implementada la Carta Fundamental, de una parte, y la articulación de esos principios en el texto positivo de ella, por otra.
