The purpose of this study is to analyze certain practices that have been carried out in the last quarter of a century by the various organs of the State beyond the literal tenor of the constitutional norms or directly infringing them.El propósito del presente estudio es analizar ciertas prácticas que se han venido ejecutando en el último cuarto de siglo por parte de los diversos órganos del Estado más allá del tenor literal de las normas constitucionales o derechamente infringiendo las mismas.
