I begin this presentation by thanking the invitation and call that has been made to me to participate in the XXXVI Conference on Public Law, organized by the Faculty of Law of the University of Chile, especially Mr. Enrique Navarro Beltrán, in his capacity as President of the Organizing Commission, as well as the Rector of this House of Higher Studies, Mr. Víctor Pérez Vera, and the Dean of the Faculty of Law and Social Sciences, Mr. Roberto Nahum Anuch, for the invitation that once again they have extended to us professors from all the country, to participate in these Conferences, dedicated to debating the scope of the Constitutional Reforms carried out in 2005, one year later.Comienzo esta ponencia, agradeciendo la invitación y convocatoria que se me ha formulado para participar en las XXXVI Jornadas de Derecho Público, organizadas por la Facultad de Derecho de la Universidad de Chile, especialmente a don Enrique Navarro Beltrán, en su calidad de Presidente de la Comisión Organizadora, como asimismo, al Rector de esta Casa de Estudios Superiores don Víctor Pérez Vera y al Decano de la Facultad de Derecho y Ciencias Sociales don Roberto Nahum Anuch, por la invitación que una vez más, nos han formulado a los profesores de todo el país, para participar en estas Jornadas, dedicadas a debatir el alcance que han tenido las Reformas Constitucionales llevadas a cabo el año 2005, un año después.
