The author refers to the modifications that Law No. 20,050, of 2005, introduces to Chapter 1 of the Constitution, are not among the most commented by politicians and jurists. However, the amendments to the bases of the institutionality are called, sometimes with ignorance of their authors, to provoke very relevant transformations in national life, and it postulates that this will happen, among others, with the strengthening of the principles of equality and solidarity in the territorial sphere and the constitutional consecration of the principles of probity and transparency.El autor hace referencia a que en las modificaciones que la Ley No 20.050, de 2005, introduce al Capítulo 1 de la Constitución, no se cuentan entre las más comentadas por políticos y juristas. Empero, las enmiendas a las bases de la institucionalidad están llamadas, a veces con ignorancia de sus autores, a suscitar transformaciones muy relevantes en la vida nacional, y postula que así ocurrirá, entre otros, con el fortalecimiento de los principios de igualdad y de solidaridad en el ámbito territorial y la consagración constitucional de los principios de probidad y de transparencia.
