| dc.description | The issue of constitutional manipulation is nothing new, and it already appears with the first document with a constitutional physiognomy of the West, that is, the English Instrument of Government, of 1653. Its art. VIII determined that "neither the next Parliament to be convened, nor any subsequent Parliament, will be, during the period of five months, counting from the day of its first meeting, suspended, extended or dissolved, without its own consent." The expression "five months" was perversely interpreted by Oliver Cromwell to mean lunar months, and not "solar" months, as was (and is) the common and normal usage of the word "month." dissolve the Legislative Power a few days before the time that really corresponded to be able to close it. | en-US |
| dc.description | E1 tema de la manipulación constitucional no es nada nuevo, y aparece ya con el primer documento con fisonomía constitucional de Occidente, esto es, el Instrument of Government ingles, de 1653. Su art. VIII determinó que "ni el próximo Parlamento que se convoque, ni ningún Parlamento posterior, será, durante el lapso de cinco meses, a contar desde el día de su primera reunión, suspendido, prorrogado disuelto, sin su propio consentimiento". La expresión "cinco meses" fue aviesamente interpretada por Oliver Cromwell en el sentido de meses lunares, y no meses "solares", como era (y es} el uso común y normal de la palabra "mes". El fin de todo ello fue disolver al Poder Legislativo unos días antes de los que realmente correspondían para poder cerrarlo. | es-ES |
