| dc.description | For too long there was a debate in our country about whether the ordinary courts of justice were competent to hear direct action aimed at obtaining their ruling on the legality of an administrative act. As is known, the introduction of art. 87 in the Political Constitution of 1925, which textually "programmed" the following: "There will be administrative courts, made up of permanent members, to resolve the claims that are filed against the arbitrary acts or provisions of the political or administrative authorities and whose knowledge is not handed over to other courts by the Constitution or the laws. | dc.description | Durante demasiado tiempo se debatió en nuestro país acerca si los tribunales ordinarios de justicia tenían competencia para conocer de la acción directa destinada a obtener su pronunciamiento sobre la legalidad de un acto administrativo. Como es sabido, contribuyó a que se pudiera sostener la incompetencia de esos tribunales la introducción del art. 87 en la Constitución Política de 1925, que textualmente "programó" lo siguiente: "Habrá tribunales administrativos, formados por miembros permanentes, para resolver las reclamaciones que se interpongan contra los actos o disposiciones arbitrarias de las autoridades políticas o administrativas y cuyo conocimiento no está entregado a otros tribunales por la Constitución o las leyes.
