Bound to fail? What leads Latin American International Organizations to be active or paralyzed?
¿Qué lleva a las organizaciones regionales de América Latina a estar activas o paralizadas? Un Análisis Comparativo Cualitativo

Abstract
This paper seeks to identify the causal contexts that lead Latin American IOs to remain active and which causal paths lead them to paralysis. For that, this study evaluates conditions and combination of conditions pointed out by the literature using qualitative comparative analysis (QCA). It explores 31 IOs in the Americas. The findings show that having adequate staff is crucial for an IO to maintain regular activities in the region. Having high-quality staff and a large team is sufficient to keep regular operations, with the possible tradeoff either by restricting IOs’ scope or having a high number of member-states. Conversely, it was found that a more complex combination of institutional features and external aspects are needed for their paralysis to occur. Este artículo busca identificar los contextos causales que llevan a las OIs latinoamericanas a permanecer activas y qué caminos causales las llevan a la parálisis. Por lo tanto, este estudio evalúa condiciones y combinación de condiciones señaladas por la literatura mediante el uso de Qualitative Comparative Analysis (QCA). Esta investigación explora 31 OIs en las Américas. Los resultados muestran que tener personal adecuado es fundamental para que una OI tenga actividades regulares en la región. Tener personal de alta calidad y un gran equipo es suficiente para mantener las operaciones regulares, con la posible compensación ya sea restringiendo el alcance de las OI o teniendo un gran número de estados miembros. Por el contrario, se encontró que se necesita una combinación más compleja de características institucionales y aspectos externos para que ocurra parálisis de una OI.
