| dc.description | This paper examines the channels of communication between the Comptroller-General and public officials in the central government in the ex-ante legality review of administrative rulemaking. In fact, drawing on studies about the impact of legal accountability machinery, this study assesses the influence of the institution on bureaucratic behaviour. Based on interviews with key actors in these processes, the paper discusses a number of functions that the Comptroller-General is performing through its power of ex-ante legal scrutiny, such as promoting deliberation, facilitating coordination within the executive branch, preventing litigiousness, among others. | en-US |
| dc.description | Este trabajo examina los canales de comunicación entre la Contraloría General de la República y las autoridades del gobierno central en el proceso de toma de razón de reglamentos. Haciendo uso de investigaciones comparadas acerca del impacto de la maquinaria de control jurídico, este estudio evalúa la influencia de esta institución en el comportamiento burocrático. Basado en entrevistas con actores clave en estos procesos, se discuten varias funciones que desempeña la Contraloría por medio de su poder de escrutinio jurídico ex ante, tales como la promoción de deliberación, la facilitación de coordinación dentro de la rama ejecutiva, y la prevención de litigios, entre otros. | es-ES |
