Abstract
A raíz de los cambios constitucionales en Venezuela (1998-2000), ha habido también cambios en la configuración institutional del gobierno de la ciudad de Caracas, capital del país. Destaca el surgimiento legal y formal de un distrito metropolitano como nivel intermedio de gobierno. En el ensayo se presentan las razones y antecendentes de esta nueva figura institucional, pasando por las formas de coordinación que surgieron en el período 1989-1999. Finalmente se evalúa la contribución cualitativa que la alcaldía metropolitana agrega a la gestión urbana. Se concluye que los problemas de coordinación metropolitana aún no han sido resueltos y que el Distrito Metropolitano es, hasta el momento, una nueva jerarquía que agrega poca capacidad para coordinar y se alínea más bien dentro del contexto de la lucha intergubernamental por el poder en la ciudad. Within the constitutional changes in course in Venezuela (1998-2000), there have been important changes in the institutional framework of the government of the capital city of Caracas. The Metropolitan District is a new legal and formal addition as an intermediate level of government. In this paper the reasons and antecedents are presented, going through the coordination arrangements practised in the period 1989-1999. Finally, an evaluation is made of the qualitative contribution of the metropolitan mayor office adds to urban management in Caracas. It is concluded that the problems of metropolitan coordination are not yet solved, and that the Metropolitan District is -until now, a new hierarchy that brings little coordination capacity-. It is more an instrument in the intergovernmental struggle to gain political power in the city.
