The participatory budgeting is the principal mechanism of participatory democracy used in Chile at the municipal level. The first case appeared in 2001 in the municipality of Cerro Navia and then was extended to different municipalities in the country. Twenty years after the appearance of this mechanism in municipal management, the balance offers not very auspicious results in quantitative and qualitative terms. The objective of this article is to analyze the evolution of participatory budgeting and to examine the factors that have allowed some cases to endure over time. The municipalities that have implemented it correspond mostly to urban communes, with high to medium development, with the financial capacity to allocate resources and finance projects, but without significant impact on the community. The main conclusion is that its development has stagnated and under the prevailing political and institutional conditions that it developed during these 20 years, it did not become a complement to local representative democracy. It has only been sustained in some exceptional cases where it has been linked to the main instruments of municipal management. The methodology used was the comparative method of participatory budget design and the dimensions of analysis proposed by Goldfrank (2006) and Cabannes (2004) were taken as a reference.El presupuesto participativo es el principal mecanismo de democracia participativa. En Chile el año 2001 apareció el primer caso en el municipio de Cerro Navia, que luego se extendió a diferentes municipios del país. A 20 años del surgimiento de este mecanismo en la gestión municipal, el balance ofrece resultados poco auspiciosos en términos cuantitativos y cualitativos. El objetivo de este artículo es analizar la evolución del presupuesto participativo y examinar los factores que han permitido que algunos casos perduren en el tiempo. Los municipios que lo han implementado corresponden mayoritariamente a comunas urbanas, con un desarrollo alto-medio, con capacidad financiera para destinar recursos y financiar proyectos, pero sin impacto significativo en la comunidad. La principal conclusión es que su desarrollo se ha estancado y bajo las condiciones políticas e institucionales predominantes que se desarrolló durante estos 20 años, no se transformó en un complemento para la democracia representativa local. Solo se ha logrado sostener en algunos casos excepcionales donde se ha vinculado con los principales instrumentos de gestión municipal. La metodología utilizada fue el método comparado del diseño del presupuesto participativo y se tomaron como referencia las dimensiones de análisis propuestas por Goldfrank (2006) y Cabannes (2004).
