| dc.description | This paper presents summarily the theory of state bureaucracy developed by Hegel in the Outlines of the Philosophy of Right, by pointing out its social, political, “ethical” (as a dialectical mediation of Sittlichkeit), organic (because of the public service it carries out) and professional (i. e., its conditions of joining, starting and continuance in the public office) features. After this presentation the main contributions of this theory to the development of the studies on public administration are considered. Among them stand out: 1) the pioneering nature of Hegel’s research on the matter, that has as a main result the highlighting of the centrality which bureaucracy has in the structure of modern states; 2) the discovery of bureaucracy as a socio-political mediation whose main goal would be the minimization of social conflict and the gap between civil society and the state powers; 3) the Hegelian conception of bureaucracy could be perceived as a distant antecedent of contemporary theories of public administration that see it as, rather than an instrument of the dominant class, a class in itself. | en-US |
| dc.description | Este trabajo presenta en forma compendiada la teoría de la burocracia estatal realizada por Hegel en los Principios de la Filosofía del Derecho, indicando sus características sociales, políticas, “éticas” (como mediación dialéctica de la Sittlichkeit), orgánicas (por la función pública que lleva a cabo) y profesionales (esto es, sus condiciones de incorporación, asunción y permanencia en el cargo público). Luego de esta presentación se consideran cuáles podrían ser los principales aportes de esta teoría al desarrollo de los estudios sobre la administración pública, entre los cuales se destacan: 1) el carácter pionero de las investigaciones de Hegel en la materia, que tiene como principal resultado el haber puesto en evidencia la centralidad que posee la burocracia en la estructura de los Estados modernos; 2) el hallazgo de percibir la burocracia como una mediación socio-política cuyo objetivo principal consistiría en minimizar la conflictividad social y la brecha que separa la sociedad civil de los poderes del Estado; 3) la concepción hegeliana de la burocracia podría ser percibida como un antecedente lejano de las teorías contemporáneas de la administración estatal que ven en ella, antes que un instrumento de la clase dominante, una clase en sí misma. | es-ES |
