dc.description	The Financial Protection System for Diagnostics and High-Cost Treatments established the Maximum Industrial Price in Chile, which is defined as the maximum price to be paid for a technology that is part of this regime. The Maximum Industrial Price is determined in the evaluation process and three ele¬ments are considered: external reference pricing, internal reference pricing and the supplier offers. In most cases, the supply offer is the source that prevails, because it is the lowest value. On this stage, Maximum Industrial Price works in the context of a price negotiation. Once the medicine is incorporate into guarantees, Industrial Maximum Price works as a price cap for most of medicines that hold their single supplier condition. In the case of drugs that get new suppliers, the Maximum Industrial Price is no longer an active regulation mechanism since the actual purchase prices are far below the ceiling price. The main recommendation to improve the Industrial Maximum Price is to assume a more dynamic approach in its determination with multiple rounds of negotiation and with updating criteria defined a priori, for which it is necessary to develop an institutional framework for the negotiation of prices in the public health system.	en-US
dc.description	El Sistema de Protección Financiera para Diagnósticos y Tratamientos de Alto Costo instauró en Chile el Precio Máximo Industrial. Este corresponde al valor máximo a pagar por una tecnología que es parte de este sistema. El Precio Máximo Industrial se determina en el proceso de evaluación y considera precios de referencia externos e internos y las cotizaciones de los proveedores. En la mayoría de los casos, la fuente de precios que predomina es la cotización, por tratarse del menor valor. En esta etapa, se opera en el contexto de una negociación de precios. Al ingresar a la cobertura, el Precio Máximo Industrial funciona como un precio techo en los medicamentos que mantienen su condición de monoproveedores. Por su parte, cuando ingresan nuevos proveedores, el Precio Máximo Industrial deja de ser un mecanismo de regulación activo, ya que los precios de compra se sitúan por bajo el precio techo. La principal recomendación para perfeccionar el funcionamiento del Precio Máximo Industrial es asumir un enfoque más dinámico en su determinación con múltiples rondas de negociación y con criterios de actualización definidos a priori. Para lo anterior, se requiere desarrollar una institucionalidad para la negociación de precios en el sistema público de salud.	es-ES
