| dc.description | This paper investigates how the State interacted with those living in slums on the outskirts of Buenos Aires (Argentina) between 1989 and 2015. It suggests that the former offers itself as a partner so that the latter may – through their own efforts – seek to attain goods and services that the former fully guarantees to other social sectors. In this framework, the State’s presence as a partner in the slums is interdependent on participation by residents, who ultimately become intermediaries between the State and the needs of their neighborhoods. Based on a design that combines ethnography with complementary research tools, this paper narrates four cases that provide empirical evidence for the ways the State-partner is present, vis-a-vis the intermediaries, in the slums. | en-US |
| dc.description | Aquí se indaga sobre los modos en que el Estado se vincula con quienes residen en asentamientos de la periferia de Buenos Aires (Argentina) entre 1989 y 2015. Se sugiere que el primero se ofrece como socio de los segundos para que estos procuren alcanzar, como resultado de su propio esfuerzo, bienes y servicios que el primero garantiza íntegramente a otros sectores sociales. En ese marco, se considera que la presencia del Estado (socio) en asentamientos es interdependiente de la participación de vecinos que, a la postre, se convierten en intermediarios entre el primero y las necesidades de sus barrios. A partir de un diseño que combina etnografía con herramientas de investigación complementarias, se narran cuatro casos que dan fundamento empírico a los modos en que el Estado-socio se hace presente, vis-a-vis los intermediarios participan, en asentamientos. | es-ES |
