| dc.description | The aim of this paper is to describe the operation of the training system in Chile in the last two decades, deepening the access roads, sociodemographic characteristics and access conditions. Using data from the Survey of Socioeconomic Characterization (Casen), presents the operation and dynamics of training from the standpoint of public policy. It concludes with three measures that should be considered for optimizing the operation of the training system, such as improving information systems in respect of investment in human capital, the articulation of government services that provide opportunities for training and increasing interference of workers in decision-making training. | en-US |
| dc.description | El objetivo de este artículo es describir el funcionamiento del sistema de capacitación en Chile en las ultimas dos décadas, profundizando en las vías de acceso, características sociodemográficas y condiciones de acceso. Utilizando los datos de la Encuesta de Caracterización Socioeconómica (Casen), se presenta el funcionamiento y dinámica de capacitación desde la óptica de la política pública. Se concluye presentando tres medidas que debieran ser consideradas para la optimización del funcionamiento del sistema de capacitación, como lo es la mejora en los sistemas de información respecto de la inversión en capital humano, la articulación de los servicios del Estado que ofrecen oportunidades de formación y el aumento de la injerencia de los trabajadores en la toma de decisiones de capacitación. | es-ES |
