dc.descriptionThis research describes the development of the regulation of Green Hydrogen (GH2) according to the goals and roadmap of the National Strategy of GH2. We will analyze the different aspects of the regulation of the value chain of GH2 and its evolution. Later, we will revise the regulation challenges the industry faces, like the development of a certification system, the responsibility regime of the manipulators of GH2, the possibility that the Ministry of Health becomes incompetent to regulate GH2, the regulation of its governance and the territorial planification. Finally, we will analyze how the roadmap defined in the Strategy during the government of then-President Sebastián Piñera continues in the government of President Gabriel Boric.en-US
dc.descriptionEsta investigación describe el desarrollo de la regulación del hidrógeno verde (H2V) en concordancia con las metas y el plan de acción fijados en la Estrategia Nacional del Hidrógeno Verde. Se revisarán distintos aspectos de la regulación de la cadena de valor del hidrógeno verde y su evolución, para después revisar los desafíos regulatorios a que se enfrenta la industria, como el desarrollo de la certificación del hidrógeno verde, el régimen de responsabilidad de los productores, la regulación de la gobernanza, la posibilidad de una incompetencia sobreviniente del Ministerio de Salud al dejar de considerar el hidrógeno molecular como sustancia peligrosa, y la planificación territorial. Por último, analizaremos cómo el plan de acción fijado en la Estrategia durante el mandato del entonces presidente Sebastián Piñera continúa vigente en el mandato del presidente Gabriel Boric.es-ES
