dc.descriptionThis article analyzes the factors that conditioned the success or failure of the Escuelas al CIEN program in the state of Nuevo León, Mexico. This initiative, implemented in all states of the Mexican Republic, was designed after the publication of a national census that identified a series of deficiencies in terms of physical educational infrastructure at the national level. The article provides a model for analyzing factors of success and failure in the implementation of public policies. This model is applied in the case of the program’s implementation in Nueva León. Based on research study that combined documentary analysis of the regulations of Escuelas al CIEN with semi-structured interviews with the main actors in charge of the project in Nueva León, the article analyzes how factors such as communication and coordination among actors, the definition of objectives, and the allocation of resources affected the implementation of the program.en-US
dc.descriptionEste artículo analiza los factores que condicionaron el éxito o fracaso del programa Escuelas al CIEN en el estado de Nuevo León, México. Esta iniciativa, implementada en todos los estados de la República Mexicana, fue diseñada tras la publicación de un censo nacional que identificó una serie de carencias en términos de infraestructura física educativa a nivel nacional. El artículo provee un modelo para analizar factores de éxito y fracaso en la implementación de políticas públicas. Este modelo es aplicado para el caso de la implementación del programa en Nueva León. A partir de un trabajo de investigación que combinó el análisis documental de las normativas de Escuelas al CIEN con entrevistas semiestructuradas a los principales actores a cargo del mismo en Nueva León, el artículo analiza cómo incidieron en la implementación del programa factores como la comunicación y coordinación entre actores, la definición de objetivos y la asignación de recursos.es-ES
