dc.descriptionThe development of citizen participation processes for planning and urban design through new technological tools has been a growing phenomenon for decades, which has accelerated in recent years due to the global COVID-19 health emergency . The objective of this work is to analyze opportunities and challenges in a diverse group of urban participation processes that have been advanced in an exploratory manner in new methodologies and digital tools for participation both in Chile and Colombia, countries with different urban governances within Latin America. The research is carried out through interviews and focus groups with urban planners and designers belonging to the public and private spheres of both countries, apart from participant observation in some digital instances. Some of the results are the potential of ICT´s to strengthen processes, although it isa more complex methodological and procedural scenario that needs to be previously legitimized before the citizenry. This work concludes that there are significant obstacles to achieving open and collaborative digital environments that allow bottom-up urbanism, explained partly by the lack of a critical perspective to approach the digitalization of participation.en-US
dc.descriptionEl desarrollo de procesos de participación ciudadana para la planificación y el diseño urbano mediante nuevas herramientas tecnológicas es un fenómeno creciente desde hace décadas, el cual se ha acelerado en los últimos dos años debido a la emergencia sanitaria global del covId-19. Este trabajo tiene como objetivo analizar las oportunidades y retos en un grupo diverso de procesos de participación urbana que han avanzado de forma exploratoria en nuevas metodologías y herramientas digitales, en Chile y Colombia, países con gobernanzas urbanas diferentes dentro de Latinoamérica. La investigación se desarrolla mediante entrevistas y grupos focales a planificadores y diseñadores urbanos pertenecientes al ámbito público y privado de ambos países, además de la observación participante en algunas instancias digitales. Algunos de los resultados son la potencialidad de las tic para fortalecer procesos, aun cuando son un escenario metodológico y procedimental más complejo que necesita legitimarse antes en la ciudadanía. Se concluye la existencia de obstáculos importantes para lograr entornos digitales abiertos y colaborativos que permitan un urbanismo bottom-up, explicado en parte por la falta de una perspectiva crítica para abordar la digitalización de la participación.es-ES
