El Sistema Nacional de Protección Civil de Chile es un complejo conjunto de organizaciones e instituciones que deben participar de diferentes procesos ante la ocurrencia desastres y emergencias, sean estos de planificación, preparación, respuesta o reconstrucción, dependiendo de sus competencias, recursos y capacidades, así como de potestades legales que les hayan sido otorgadas. En este sentido, esta publicación identifica y describe, en dichos procesos, a la organización con la que el nivel local o municipal cuenta para enfrentar estas disrupciones, a saber, la Dirección Comunal de Protección Civil y al Comité de Protección Civil. El diseño metodológico consideró once comunas de la región de O ́Higgins, recorridos en terreno, entrevistas semiestructuradas y encuestas a cerca de 400 individuos en juntas de vecinos y equipos municipales de atención a emergencias o desastres. Los resultados resaltan la importancia de descentralizar, desconcentrar y delegar funciones de gestión del riesgo y/o de la emergencia en sí, por parte de la municipalidad, haciendo uso del esfuerzo binomio municipalidad-comunidad. No obstante, también muestran la necesidad de conocer mejor la disposición por parte de la ciudadanía a participar de las diferentes actividades de prevención y emergencia, y el sentido de mantener una institucionalidad de involucramiento ciudadano.The National Civil Protection System of Chile is a large and multi-actor structure of organizations and institutions that participate in different civil protection processes such as emergencies and disasters. Actors participate in planning, preparation, response or reconstruction, depending on their capabilities, resources and capacities, as well as their legal mandates. In this sense, this publication identifies and describes specific institutional forms focusing on the local or municipal level in Chile, and how this works in the face of disasters. These forms are the Communal Directorate of Civil Protection and the Civil Protection Committee. The methodological design considered eleven communes in the O'Higgins Region, field trips, semi-structured interviews, and surveys of nearly 400 individuals in neighborhood councils, and municipal emergency and disaster assistance teams. The results highlight the importance of decentralizing and delegating functions of risk and emergency management at the municipal level, strengthening the existing municipality-community interlink. However, results also show the need to better know the willingness of citizens to participate in the prevention and emergency activities, and the sense of maintaining an institutionality of citizen participation.
