dc.descriptionEn Chile, la planificación urbana, urbanización y construcción están reguladas por las normas vigentes establecidas en la Ley General de Urbanismo y Construcciones junto con su Ordenanza. Los Instrumentos de Planificación Territorial que regulan las áreas urbanas en Chile son los Planes Reguladores Comunales, los que deben incluir un “Estudio de Riesgos y de Protección Ambiental”. Para este estudio, se revisó la nomenclatura relacionada a peligros volcánicos en el marco regulatorio y el estado de la planificación territorial para comunas que se encuentran en un radio de 50 km de cinco de los centros volcánicos más activos del país, para analizar cómo se abordan los peligros volcánicos en la planificación territorial a nivel comunal en Chile. A partir de esto fue posible reconocer las diferencias que existen entre los instrumentos, tanto en su nivel de actualización, como en la mención que realizan de los peligros de origen natural y, en particular, los peligros volcánicos. En general, el peligro volcánico es incorporado con mayor frecuencia en instrumentos indicativos, mientras que en instrumentos normativos estos no se mencionan. Además, se reconoce la necesidad de mejorar la definición de peligros volcánicos en la normativa chilena.es-ES
dc.descriptionIn Chile, urban planning, urbanization, and construction are regulated by the current regulations established in the General Law of Urbanism and Construction together with its Ordinance. The Territorial Planning Instruments that regulate urban areas in Chile are the Communal Regulatory Plans, which must include a “Risk and Environmental Protection Study”. For this study, we reviewed the nomenclature related to volcanic hazards in the regulatory framework and the status of territorial planning for municipalities (or communes) within a radius of 50 km from five of the most active volcanic centers in the country, to analyze how volcanic hazards are addressed in territorial planning at the municipal level in Chile. It was possible to recognize the differences that exist between the instruments, both in their level of updating, and in whether natural hazards, particularly volcanic hazards, are mentioned. In general, the volcanic hazard is more frequently incorporated in indicative instruments, while in normative instruments it is not mentioned. Additionally, there is a recognized need to improve the definition of volcanic hazards in Chilean regulations.en-US
