This paper explores the legal bases that international human rights law (IHRL) can bring to the third pillar of the Responsibility to Protect (R2P), that is, the responsibility of the international community to help protect populations from genocide, war crimes, ethnic cleansing and crimes against humanity, both at the legal and institutional levels. It discusses the existence of obligations of the international community under IHRL that can be linked to R2P. It analyzes the norms of the universal system of protection of human rights, the erga omnes nature of its obligations and the duties derived from the peremptory character of some human rights norms; finally, it comments on the institutional potential of the bodies of the universal system in the adoption of measures under the third pillar.Este artículo indaga en los fundamentos jurídicos que el derecho internacional de los derechos humanos (DIDH) puede aportar al tercer pilar de la Responsabilidad de Proteger (R2P), esto es, la responsabilidad de la comunidad internacional de ayudar a proteger a las poblaciones del genocidio, los crímenes de guerra, la depuración étnica y los crímenes de lesa humanidad, tanto en el plano normativo como en el plano institucional. Discute la existencia de obligaciones de la comunidad internacional en virtud del DIDH que puedan vincularse a la R2P, a partir de las normas del sistema universal de protección de los derechos humanos, el carácter erga omnes de sus obligaciones y los deberes derivados de la naturaleza imperativa de algunas normas de derechos humanos; finalmente, comenta el potencial institucional de los órganos del sistema universal en la adopción de medidas en virtud del tercer pilar.
