In the context of the configuration of the state apparatus of the province of Buenos Aires, Argentina, the formation of a specific official agency to protect popular libraries in the region meant the emergence and medium-term affirmation of libraries as social issue in the public agenda of the government. The present work aims to examine the brief existence of this Commission of Protection and Promotion created in 1910 from its composition, its actions and its insertion in the provincial bureaucratic structure, and focusing on the limitations that acted as barriers to its development. Thus, it is shown that the combination of scarce resources, jurisdictional conflicts, an incipient development of library knowledge and the resistance of the libraries themselves, were the factors that led to its dissolution in 1913.En el contexto de configuración del aparato estatal de la provincia de Buenos Aires en Argentina, la conformación de un organismo oficial específico para proteger las bibliotecas populares de la región significó la emergencia y, a mediano plazo, la afirmación de la cuestión bibliotecaria en la agenda pública del gobierno bonaerense. El presente trabajo pretende examinar la breve existencia de la Comisión de Protección y Fomento creada en 1910 a partir de su composición, su accionar y su inserción en la estructura burocrática provincial, prestando especial atención a las limitaciones que obstaculizaron su desenvolvimiento. Así, se demuestra que la combinación de recursos escasos, conflictos jurisdiccionales, un incipiente desarrollo del saber bibliotecario y la resistencia de las mismas bibliotecas, fueron los factores que condujeron a su disolución en 1913.
