Abstract
The struggle between technocracy and democracy spans centuries and borders. However, in each country, this struggle takes a specific form that characterizes it, and has been defined as the Political Knowledge Regime (PKR). This article illustrates how the PKR is and how it works in Uruguay by analyzing the response of the government led by the President Luis Lacalle Pou to COVID 19 pandemic. In particular, it examines the relationship between the government and the Honorary Scientific Advisory Group that supported it between April 2020 and June 2021. The cycle of this advisory group (installation, convergence, divergence, dissolution) shows that in Uruguay, even in times of great uncertainty, government decisions and public policies are not delegated to experts. Uruguay's response to COVID 19 pandemic also invites us to deepen our understanding of how scientific knowledge should be used in democratic societies. Scientific knowledge is uncertain, incomplete, and more value-laden than its contributors would like. Science is essential, but it must be subject to rigorous citizen scrutiny. El pleito entre tecnocracia y democracia atraviesa los siglos y las fronteras. Pero este pleito asume, en cada país, una forma específica que lo caracteriza, y ha sido definida como Régimen Político de Conocimiento. En este artículo se ilustra cómo es y cómo opera el Régimen Político de Conocimiento de Uruguay analizando la respuesta del gobierno que lidera el presidente Luis Lacalle Pou a la pandemia COVID-19. En particular, se examina el vínculo entre el gobierno y al Grupo Asesor Científico Honorario que lo auxilió entre abril de 2020 y junio de 2021. El ciclo de este grupo asesor (instalación, convergencia, divergencia, disolución) pone de manifiesto que, en Uruguay, incluso en los momentos de mayor incertidumbre, las decisiones de gobierno y las políticas públicas no se delegan en los expertos. La respuesta de Uruguay a la pandemia COVID-19, además, invita a seguir profundizando en cómo debe usarse el conocimiento científico en sociedades democráticas. El conocimiento científico es incierto, incompleto y más cargado de valor de lo que sus cultores quisieran. La ciencia es imprescindible, pero debe estar sometida a un escrutinio ciudadano riguroso.
