dc.descriptionAlmost 45 million people work in small-scale mining around the world, most of them informally and in very peripheral regions. This article analyses the formalisation of the sector in Chile by the National Mining Company –better known as ENAMI, the acronym of its Spanish name. Based on 19 semi-structured interviews and informationfrom secondary sources, the authors explain that ENAMI not only regulates the sector, which is essential for its legalisation. The organisation also connects local networks of small-scale mining to international markets because it buys, processes and sells the mining output. ENAMI develops the sector, providing credits, geological studies,training programmes and other forms of support. It stabilises the prices of minerals, increasing the resilience against external shocks. Thus, ENAMI has an essential impact on territorial development. However, this model suffers from certain shortcomings. ENAMI needs a much higher annual budget. It has not managed to increase the competitiveness of small-scale mining. The authors discuss different ideas regarding a reform of ENAMI. The organisation could continue to support all small-scale mining companies, keeping them afloat. Alternatively, thefocus could shift to increasing competitiveness, which would be a fundamental change of the current model because it implies that firms that do not become more productive will cease to exist.en-US
dc.descriptionCasi 45 millones de personas trabajan en la pequeña minería alrededor del mundo, la gran mayoría de manera informal y en regiones muy periféricas. Este artículo analiza la formalización del sector en Chile por la Empresa Nacional de Minería (ENAMI). Con base en 19 entrevistas semiestructuradas e información de fuentes secundarias, se explica que ENAMI no solo regula el sector, garantizando su legalización. Conecta también las redes locales de la pequeña minería con los mercados internacionales porque compra, procesa y vende la producción de los mineros. Desarrolla la pequeña minería, ofreciendo capacitaciones, créditos, estudios geológicos y otras formas de apoyo. Estabiliza los precios de los minerales, aumentando la resiliencia frente a choques externos. Por lo tanto, ENAMI tiene un impacto esencial sobre el desarrollo territorial. No obstante, el modelo de ENAMI sufre de ciertas insuficiencias. ENAMI necesita un presupuesto anual más alto y no ha conseguido mejorar la competitividad de la pequeña minería. Los autores discuten distintas ideas sobre una reforma de ENAMI. La organización podría seguir apoyando y manteniendo todas las empresas mineras de pequeña escala o, como alternativa, enfocarse en la competitividad del sector. Lo último sería un cambio fundamental del modelo actual, ya que implicaría que las compañías que no consiguen mejorar la productividad quebrarán.es-ES
