dc.descriptionThis article analyzes the territorialization of public policies carried out by the Frente Amplio (FA) governments in Uruguay. With this objective, we describe the capacity for action and decisionmaking that local units of the central level have had in the territory. We argue that, despite the decentralizing discourse, the decision-making capacity of these units is scarce, with functions remaining in the hands of central actors. At a conceptual level, we present a typology of power allocation and distribution between central and peripheral actors in the definition and implementation of public policies, creating an index that measures the autonomy of local actors. To provide evidence for our argument, the index is applied to 159 sectoral programs.en-US
dc.descriptionEste artículo analiza la territorialización de políticas públicas llevadas adelante por los gobiernos del Frente Amplio (FA) en Uruguay. Con este objetivo, se describe la capacidad de acción y decisión que han tenido las unidades locales del nivel central en el territorio. Argumentamos que, pese al discurso descentralizador, la capacidad de decisión de dichas unidades es escasa, permaneciendo las funciones en manos de actores centrales. A nivel conceptual, se presenta una tipología de asignación y distribución de poder entre los actores centrales y periféricos en la definición e implementación de las políticas públicas, creando un índice que mide la autonomía de los actores locales. Para aportar evidencia de nuestro argumento, se aplica el índice a 159 programas sectoriales.es-ES
