dc.descriptionThe definition and meaning of constructs such as development have real consequences on our way of acting and understanding reality. Since territory is a spatial concept to apprehend reality, how we understand development also has consequences on how we consider it. The present work analyzes these implications in the context of the Los Lagos Region, Chile, using the content of communal development plans to indicate how this concept isunderstood at the local policy level. To this end, a quantitative analysis of comparative textual data was used to determine relevant themes and significant differences regarding the plan of the communes of Calbuco, Fresia, Los Muermos, and Maullín both at a general level and concerning the conception. of existing development. The findings show that although several similarities were found, each plan attempts to adapt its content to the local reality by incorporating unique nuances that reflect its territorial configuration, demonstrating an accentuated place-based approach in territorial planning. Finally, the potential of the method used to evaluate the coherence between different territorial planning instruments is raised, taking a multilevel approach in order to avoid harmful phenomena such as decoupling.en-US
dc.descriptionLa definición y el significado de constructos como el desarrollo tienen consecuencias reales en nuestra forma de actuar y de entender la realidad. Dado que el territorio es un concepto espacial para aprehender la realidad, el modo de comprender el desarrollo también tiene consecuencias en cómo lo consideramos. El presente trabajo analiza estas implicancias en el contexto de la Región de los Lagos, Chile, utilizando el contenido de los planes de desarrollo comunales como indicador de cómo se entiende este concepto a nivel de política local. Para ello, se utilizó un análisis cuantitativo de datos textuales del tipo comparativo con el objetivo de determinar temas relevantes y diferencias significativas respecto del plan de las comunas de Calbuco, Fresia, Los Muermos y Maullín tanto a nivel general como en lo concerniente a la concepción de desarrollo existente. Los hallazgos muestran que, si bien se encontraron varias similitudes, cada plan intenta adaptar su contenido a la realidad local incorporando matices únicos que reflejan su configuración territorial, demostrando un acentuado enfoque place-based en la planificación del territorio. Finalmente, se plantea el potencial del método utilizado para evaluar la coherencia entre distintos instrumentos de planificación territorial ocupando un enfoque multinivel a fin de evitar fenómenos perniciosos como el decoupling.es-ES
