| dc.description | The article analyzes the progress of the decentralization process in Uruguay through the perceptions of Mayors. It is a qualitative study that used qualitative interviews as the data collection technique. The dimensions analyzed encompass the different facets of municipal life, both internal and external to its functioning. These axes are studied as a way to understand municipal reality and are discussed in light of the most well-known theories on territorial decentralization, one neoliberal and the other neodevelopmentalist. As conclusions, the progress of the process and its limitations are noted along with its most pressing demands: legal personality that grants greater autonomy and the enablement of cross-voting for the election of mayors. | en-US |
| dc.description | El artículo analiza la marcha del proceso de descentralización en Uruguay a través de las percepciones de los Alcaldes y Alcaldesas. Es un estudio cualitativo que utilizó la entrevista cualitativa como técnica de recogida de datos. Las dimensiones analizadas abarcan las diferentes facetas de la vida de los municipios tanto internas como externas a su funcionamiento. Se estudian estos ejes como forma de ver la realidad municipal y discutiendo con las teorías más conocidas sobre la descentralización territorial, una neoliberal y otra neodesarrollista Como conclusiones se constata la marcha del proceso y sus limitaciones conjuntamente con sus reivindicaciones más sentidas: la personería jurídica que los dote de mayor autonomía y la habillitación del voto cruzado para las elecciónes a alcaldes o alcaldesas. | es-ES |
