Abstract
The new culture of water has made apparent that water and its uses is a more complex issue than the mere concept of hydric resources, besides it being an essential dimension of sustainability. In arid ecosystems, the excessive pressure on water and its impact on natural systems, threatens the overall sustainability of such areas. It is necessary to re-elaborate the concepts of water resources and water demand, from the traditional differentiation among urban, agricultural, tourist and industrial uses, to a new aproach based on three levels of priority, depending on the functions water serves: 1) water-life; 2) water-general (social) interest; 3) water-business La nueva cultura del agua ha evidenciado que ésta y sus usos es algo mucho más complejo que el simple concepto de recursos hídricos, además de constituir una dimensión esencial de la sostenibilidad. En los ecosistemas áridos, la excesiva presión sobre el agua y sus impactos en los sistemas naturales amenazan la sostenibilidad global en tales zonas. Reconducir dicha situación, exige replantear el concepto de recursos hídricos y el de demandas, pasando de la tradicional categorización entre usos urbanos, agrarios, industriales y turísticos, a una nueva categorización basada en las funciones del agua que diferencia tres niveles de prioridad: 1) agua-vida; 2) agua-interés general y 3) agua-negocio
