Water is denied to no one (The necessity to listen to other voices)

Abstract
The article is meant to analyze the context in which the recent debate about water arises, identifying the main characters which are defining this field which is, at the same time, theoretical, technical and political. It shows how multilateral organisms and their intelectuals (with their speach on scarcity) have been pushing policies which pretend to transfer the role of the State on behalf of the private enterprise agents, stimulating processes of privatization and mercantilization of water. This essay presents several cases in which this process of privatization increases conflicts in regards to water. El artículo procura analizar el contexto en que surge el reciente debate acerca de agua identificando los principales protagonistas que vienen conformando ese campo que es, al mismo tiempo, teórico, técnico y político. Demuestra como los organismos multilaterales y sus intelectuales (con el discurso de la escasez) vienen impulsando políticas que buscan transferir el papel del Estado en beneficio de los agentes empresariales estimulando procesos de privatización de agua y de su mercantilización. El artículo presenta una serie de casos en que este proceso de privatización aumenta los conflictos en torno del agua.
