| dc.description | When they are set up, domestic mechanisms that promote and protect human rights need to not only deal with issues of management and institutional positioning that all new organisms face, they must also deal with the context into which they are inserted and with the history that precedes them in matters of human rights. It is within this framework that the National Institute of Human Rights set as a goal for its first term the addressing of three sets of issues that, from a discursive and a practical standpoint, limit an integrated vision of human rights in Chile: the difficulty faced by Chile to incorporate international human rights law in the context of globalization; the existing tension between the historical experience of human rights lived by Chileans during the dictatorship and the need to widen the field of the promotion and protection of human rights under democracy; and the absence of a broad understanding of human rights that takes into account their indivisibility and interdependence within a discursive framework that denies the validity of economic and social rights as rights and that fails to significantly take into account a modern view of the principle of equality and non-discrimination that is geared towards the protection of structurally discriminated groups. | en-US |
| dc.description | Los mecanismos nacionales de promoción y protección de los derechos humanos no solo deben lidiar, cuando se crean, con temas propios de la gestión y posicionamiento institucional de un nuevo órgano, sino que también con el contexto en el que se insertan y con la historia que les precede en materia de derechos humanos. En este sentido el Instituto Nacional de Derechos Humanos se fijó para un primer período enfrentar tres tipos de cuestiones que, desde el punto de vista discursivo y práctico, limitan una visión integral de los derechos humanos en Chile: la dificultad que ha tenido Chile para incorporar el derecho internacional de los derechos humanos en un contexto de globalización; la tensión entre la experiencia histórica vivida por los chilenos/as durante la dictadura frente a la necesidad de ampliar el campo de promoción y protección a derechos humanos en democracia; y la ausencia de una reflexión amplia sobre los derechos humanos que dé cuenta de su indivisibilidad e interdependencia en el marco de un discurso que niega el carácter de derechos a los económicos y sociales y que toma poco en cuenta la mirada más moderna del principio de igualdad y no discriminación orientada a la protección de los grupos estructuralmente discriminados. | es-ES |
