| dc.description | En Chile la innovación tiende a confundirse con “buenas prácticas” o “desarrollo local”, dada la escasa evidencia empírica disponible, que se explica por los altos niveles de centralismo y nacionalización de la política local, lo cual resulta contradictorio con la autonomía de que dispone este nivel de gobierno. La innovación tiene, en consecuencia, sus límites en el diseño institucional, ya que los municipios centran fuertemente la toma de decisión en los alcaldes -quienes aparecen pocos dispuestos a permitir la “indisciplina” que caracteriza a los innovadores-, y a su vez, tienen que hacer aquello que la ley, los traspasos fiscales y la Contraloría General de la República les permite hacer. | es-ES |
| dc.description | In Chile, innovation tends to be confused with ¨good practices¨ or ¨local development¨, which can be explained by the high levels of centralization and nationalization of local politics given the scant empirical evidence available, something that is inconsistent with the autonomy enjoyed by that level of government. Innovation has, therefore, its limits set by the institutional design since municipalities strongly focus decision-making responsabilities in their elected mayors – some who seem unwilling to allow the ¨indiscipline¨ that characterizes innovators- and who in turn, have to do what they are allowed by the law, fiscal transfers and the General Comptroller of the Republic. | en-US |
