| dc.description | La Nueva Gestión Pública ha centrado su atención principalmente en cuestiones de eficiencia, eficacia y productividad de la acción gubernamental; sin embargo la discusión moral y valorativa de la acción de los burócratas y políticos, y de sus relaciones con grupos e individuos, continúa siendo fundamental para dar sentido a las actividades del gobierno en cualquier sociedad. Un foco de atención particular de la construcción de un buen gobierno desde el debate de la ética ha sido el combate y prevención de los conflictos de interés de los funcionarios públicos. El presente documento tiene como objetivo avanzar en el entendimiento de los aspectos normativos, organizacionales e institucionales a tener en cuenta para hacer frente a los conflictos de interés, en particular para el caso de México. El estudio parte de lasexperiencias internacionales, en especial de Estados Unidos de América y Canadá. | es-ES |
| dc.description | The New Public Management has centered the focus of its arguments primarily on the analysis of questions related to efficiency, effectiveness and productivity of government. However, the moral and ethical aspects that go hand in hand with public action are still fundamental to give sense to government activities in a society. A particular focal point in the construction of good government from the viewpoint of the debate on ethics is that related to combating and preventing conflicts of interest of public officials. The aim of this document is to advance our understanding of the regulatory, organizational and institutional aspects to combat or prevent conflicts of interest, especially in the case of Mexico. Our study starts withan analysis of international experiences, in particular those of the United States of America and Canada. | en-US |
