| dc.description | There is consensus among the various political sectors that investment in the first years of life is key to the development of the country, especially in terms of early childhood education. Thus, the strengthening of institutions acquires a transcendental value in the implementation of public policies that involve this level of education, allowing, if these are successful, the efficiency and effectiveness of a system that has been forgotten for years in the national social policy. The objective of this research is to describe and analyze the Chilean Early Childhood Education institutional system incorporating the recent institutional changes brought about by the educational reform promoted by the government of President Michelle Bachelet. The results show the importance that Nursery Education has acquired in recent years for the country and allow to project high impact public policies for development where children are promoted as subjects of law. | en-US |
| dc.description | Existe consenso entre los diversos sectores políticos que la inversión en los primeros años de vida es clave para el desarrollo del país, especialmente atendiendo a la educación parvularia. Es así que el fortalecimiento de las instituciones cobra un valor trascendental en la puesta en marcha de políticas públicas que involucren este nivel educativo, permitiendo, si éstas son exitosas, la eficiencia y eficacia de un sistema que ha estado por años olvidado en la política social nacional. Así, el objetivo de esta investigación es describir y analizar el sistema institucional chileno en este ámbito, incorporando los recientes cambios institucionales que ha traído la reforma educacional impulsada por el gobierno de la Presidenta Michelle Bachelet. Los resultados evidencian la importancia que han adquirido las políticas infantiles en los últimos años para el país, junto con proyectar objetivos de política pública de alto alcance para el desarrollo, promoviendo a los niños y niñas como sujetos de derecho. | es-ES |
