This article aims to analyze the evolution of the purposes of punishment, dealing with the changes that occurred over the centuries XVII to XXI. First, the penalty will be analyzed only as a purpose of the punishment. Secondly, the theories of prevention will be analyzed in their general aspects (intimidation and integration) and special aspects (prevent the recidivism and encourage resocialization). The effects of the breakage of the Welfare State, in the 70’s of the last century, and the spread of crime will also be examined, given that it began to emerge certain policies designed to select individuals to be punished, aiming such policies to develop a society based on risk.Este artículo busca analizar la evolución de los fines de la pena, tratando los cambios que ocurrieron al largo de los siglos XVII a XXI. Inicialmente, la pena será tratada solamente como finalidad del castigo. En segundo lugar, serán analizadas las teorías de la prevención en sus aspectos generales (intimidación e integración) y especiales (evitar la reincidencia y estimular la resocialización). Se revisa también el efecto que tuvo la rotura del Welfare State, en la década del 70 del siglo pasado, y el avance de la criminalidad, por el cual comenzaron a surgir determinadas políticas que tienen la finalidad de seleccionar individuos para que sean punidos, siendo estas políticas destinadas a formar una sociedad basada en el riesgo.
