Cumulative effects and Environmental Impact Assessment in Chile

dc.descriptionEn el presente trabajo se analiza la regulación ambiental vigente en Chile respecto de los efectos acumulativos y se explora como ha sido abordada esta materia en Estados Unidos, Canadá, la Unión Europea y por otros actores relevantes no gubernamentales. Se sugiere que la experiencia internacional no ha podido influir en nuestra regulación, que no aborda la materia en forma explícita y consistente. En la práctica existen también limitaciones para abordar los efectos acumulativos en el Sistema de Evaluación de Impacto Ambiental (SEIA), tal como se ejemplifica en un caso de estudio y en la literatura analizada. Se concluye que el sistema de gestión ambiental imperante no resulta adecuado para hacerse cargo de los efectos acumulativos y que se requiere con urgencia actualizar la regulación y avanzar en el desarrollo de los instrumentos de gestión ambiental de carácter general y aplicación colectiva, que son una pieza fundamental para abordar esta temática.es-ES
dc.descriptionThis paper analyzes the current environmental regulation in Chile related to Cumulative Effects Assessment, and it explores how the United States, Canada, the European Union and relevant non-governmental organizations have addressed this topic. It is suggested that our regulation has not been influenced by the international experience in this field. In fact, it does not address this issue in an explicit and consistent manner. The current approach shows also limitations in practice to deal with cumulative effects within the Environmental Impact Assessment, as it is shown in a case study and in literature discussions. It is concluded that the current environmental management system is not suited to deal with cumulative effects assessment and management. It is therefore imperative to update the regulation and work on the development of integrated environmental policies, which are key elements to address this issue.en-US
