Analysis of an Aproaching Policy of the Early Childhood from the Institutionalism Centered on Actors Perspective

dc.descriptionEl presente estudio de caso analiza, desde del modelo de implementación de política pública del institucionalismo centrado en actores, el caso de una política pública con componente psicosocial. Para ello toma específicamente una política pública de Chile, Chile Crece Contigo (CHCC), que es un sistema de Protección Integral a la Infancia, y dentro de ella el Programa de Apoyo al Recién Nacido (PARN). El objetivo general es analizar el efecto que conlleva para el campo técnico del psicólogo las particularidades del proceso de implementación de la política pública PARN. Se utiliza una metodología cualitativa para explorar y describir el funcionamiento de las redes de actores participantes en el proceso de ejecución del Programa. Para ello se estudian fuentes documentales y se realizan entrevistas semiestructuradas. Se concluye que existe un desafío latente de poder realizar aportes al ámbito de esta política pública desde las categorías conceptuales y formas de intervención del psicólogo, así como la existencia de una institucionalidad cerrada del Programa que limita el campo de operación de los actores.es-ES
dc.descriptionThis study analyzes, from the public policy implementation model of institutionalism focused on actors, the case of a public policy with a psychosocial component. For this, it specifically takes a public policy of Chile, Chile Crece Contigo (CHCC), which is a system of Integral Protection for Children, and within it the Support Program for the Newborn (PARN). The general objective is to analyze the effect that the particularities of the public policy implementation process, PARN, have on the technical field of the psychologist. A qualitative methodology is used to explore and describe the functioning of the networks of actors involved in the program implementation process. For this, documentary sources are studied and semi-structured interviews are carried out. This study concludes that there is a latent challenge of being able to contribute to the scope of this public policy from the conceptual categories and psychologist intervention forms, as well as the existence of a closed institutionality of the Program that limits the field of operation of the actors.en-US
