| dc.description | The literature about the role and influence of the Congress in the policymaking process identify this institution as a marginal actor in this process. Reasons of this include low institutionalization or limited technical capacity. On the other side, the executive has been considered a dominant player and the technocracy within economic institutions has been characterized as a strong or powerful actor. Nevertheless, it is possible to identify a lack of empirical studies that measure this influence, in order to test if it is as low as it has been described. The present study faces this absence with the analysis of Congress´s influence on budget approval, specifically in the geographical distribution. The methodology consists of a comparison of the allocations of the budget bill with the ones of the budget law, identifying variations. The hypothesis tested here is that the President of the Budget Committee has a considerable influence that explains their superior success in the search and competition for more resources for their region. | en-US |
| dc.description | La literatura sobre el rol y la influencia del Congreso en el proceso de política pública apunta a considerarlo como un actor poco relevante o marginal en las decisiones, frente a un Ejecutivo dominante con una tecnocracia poderosa y bien consolidada. Sin embargo, se ha identificado una ausencia de estudios que analicen evidencia empírica para testear si esta hipótesis es cierta en el ámbito del proceso presupuestario. Este trabajo se propone medir la influencia del Congreso en la distribución geográfica del presupuesto para testear si efectivamente ésta es poco relevante o marginal. La metodología que se adopta es comparar los montos definidos en el proyecto de ley con los que fueron aprobados en la ley, identificando variaciones. La hipótesis de la que se parte es que el Presidente de la Comisión de Presupuesto y Cuenta General de la República ejerce cierta influencia que le permite tener más éxito que sus demás colegas congresistas en la competencia por gestionar mayores recursos para su región. | es-ES |
