Twenty years of democratic transitions in Chile and South Africa: A view of the post authority continuity

| dc.description | The purpose of this paper is to analyze the Chilean and South African neoliberal development model during the post-apartheid post-authoritarian period. The neoliberal reforms were generally introduced during periods of crisis; In Chile during a banking crisis and under dictatorship; In South Africa, at the beginning of the post-apartheid transition. The aim is to show that in both cases there is an inconsistency between the discursive level and the institutional application of the development model. On the one hand, there is a link with global social-democratic ideals, but on the other hand, institutions operate under neoliberal guidelines that do not follow these ideals. In the Chilean case and in South Africa this inconsistency is maintained by complacent political elites, who use past sufferings as justification for their actions. To explain this process, we highlight the mechanisms of institutional continuity that can serve as hypotheses to explain neoliberal trajectories. | en-US |
| dc.description | El propósito de este artículo es analizar el modelo de desarrollo neoliberal chileno y sudafricano durante el periodo post-autoritario y el periodo post-apartheid respectivamente. Estas reformas neoliberales se introdujeron generalmente durante los períodos de crisis; En Chile durante una crisis bancaria y bajo dictadura; En Sudáfrica, al comienzo de la transición posterior al apartheid. Se busca mostrar que en ambos casos hay una inconsistencia entre el nivel discursivo y la aplicación institucional del modelo de desarrollo. Por un lado, existe un vínculo con los ideales socialdemócratas globales, pero por otro lado, las instituciones operan bajo pautas neoliberales que no siguen estos ideales. En el caso chileno y en Sudáfrica esta inconsistencia es mantenida por las elites políticas complacientes, que utilizan las desventajas pasadas como justificación de sus acciones. Para explicar este proceso, destacamos algunos mecanismos de continuidad institucional que pueden servir de hipótesis para explicar las trayectorias neoliberales. | es-ES |
