| dc.description | When thinking about Cuba, its future democratization and its relationship with the international community, it is essential to remember the importance of sovereignty and its meaning as an organizing concept of its recent social and political history. This paper examines some pertinent norms established in the Cuban constitutions that normatively oblige it to a commitment with the international community in the declaration of its sovereign rights. Then, the practices of international institutions and recent conferences are analyzed to demonstrate that the United Nations and Latin American governments have declared their right to rule on Cuban internal circumstances and on US policies regarding the island. Finally, the crises are examined current or future Cubans, and then consider the measures that the international community should take to encourage a peaceful transition to a pluralist democracy. | en-US |
| dc.description | Al pensar en Cuba, en su futura democratización y su relación con la comunidad internacional, es esencial recordar la importancia de la soberanía y su significado como concepto organizador de su historia social y política reciente. En este trabajo se examinan algunas normas pertinentes establecidas en las constituciones cubana que la obligan normativamente a un compromiso con la comunidad internacional en la declaración de sus derechos soberanos. Luego, se analizan las prácticas de las instituciones internacionales y conferencias recientes para demostrar que las Naciones Unidas y los gobiernos latinoamericanos han declarado su derecho a pronunciarse sobre las circunstancias internas cubanas y sobre las políticas estadounidenses respecto de la Isla. Finalmente, se examinan las crisis cubanas actuales o por venir, para luego considerar las medidas que debería tomar la comunidad internacional para alentar una transición pacífica hacia una democracia pluralista. | es-ES |
